People--regardless of where they live-- are free to sleep whatever makes them comfortable. Unless someone can find "proof" of what each country's dress code is for sleeping, just accept the fact that people like doing what makes them happy and comfortable--regardless of where they live.
Now, if you are a pervert who is planning to set up cameras in Malaysia as you think you might be sharing a room with another female, I HOPE YOU GET CAUGHT. We all have a reasonable expectation of privacy--how would you feel if someone was peeping on your sister or mother if they were partially clothed?
