Saw this place in a dream, trying to locate it in real life?

That's a nice dream. From analyzing it, such wave would probably be a Tsunami like some of the contributors said. The city that would sound closest to the dream would be Jakarta, Indonesia (more likely because of Tsunami location), Colombo in Sri Lanka, or even more likely Thiruvananthapuram in India because it has a university pretty close to the Indian Ocean. They're all very beautiful places to be and has great people. The "+" shape sound more like Thiruvananthapuram actually. Anyways, hope this helps.

U r a Japanese and U are interested in seaside area, beach and the open sea with high waves from the Ocean. The feel of tsunami from TV is marked in your brain and it just appear.

It sounds like you're describing the tsunami that happened a few years ago the day after Christmas. I believe it was in Asia.

well i think of Guam.

the university of guam is right off of a beach and its known as "Marine Lab" because that's where the university of guam's marine lab is. The marine lab is also a spot with a lot of surfers. so that could be the wave part.
they also have a Kmart near the beach and a Macy's and a Home Depot.
theres an overpass close to the beach that is shortlengthed as well. and all around that area theres a lot of buildings

Don't worry, I once had a dream I saw this place and there's a little blond girl sitting down playing toys.

I thought that it was just completely made up so I didn't think more about it.

About 3 months later, I got invited to a party, and I saw the place was exactly same in my dream.
