I think you have to show friendship first and consistant with your actions. Just talk to them as if you are their brother.
Filipina's just like any other woman have to see and feel your intentions over time. They're most interested in you if you show a true concern for them( consistant over time) and not showing interest their panties.

Keep in mind that some filipina's are different in decision making.
Some are easy and give away their flower too soon and some are smart and want to find out what you want from them through time. Very cautious.
