Originally the TU was an indication that you agreed with the answer or at least felt the answer provided was good. Each TU gives you an extra point if your answer is judged as the Best Answer.
Originally the TD was an indication that you felt the answer provided was way off the mark or harmful. The TD has no affect on the points if you are given the Best Answer.
BUT with all things that Yahoo brings in these concepts were soon changed to mean the following:
TU, I am your friend even though your answer is pure crap here is a TU,
TD, I am your enemy even though your answer was a 100% correct and provided the asker with all the information s/he asked for I am giving you a TD.
So in reality, neither the TU or the TD accurately guage the quality of the answer provided. A fine example is the number of TD's on all the answers to this question, just unbelievable.

TU - a prize given to answerer who gave clear and right answers...
and also...if a particular answer is the same as my idea, i just give a TU instead of answering the same question..

Honestly, I rarely use my TU/TD voting privilege unless i find the answer exceptionally intelligible (TU) or the answer inhibits impartial judgment or with prejudice (TD). |

actually it really makes me mad i really get to see just how stupid people are i wish they would take them away. sometimes i see the best of answers with 5 or 6 thumbsdown i dunno maybe yahoo answers needs a side of yahoo debate. |

It used to mean something but unfortunately here at our dear old YAP, it doesn't mean much anymore, if at all. Still, I'm grateful for the TUs I get. As for the TDs, let's just say, I pretend they are not there.

I think being thumbs up that somebody they really agreed to answer it the right question while being thumbs down that I guess are they not agreed to answer it and even a politics if they choose it that who is the best answer and being threat with the some person who is the best answer and even as he or she was really serious it to answer the question |

Nothing really. Someone agrees and some one doesn't. I see few use it here.
In sites like say political you can use it to determine whether you have a following or enemies.
No points so who cares? |
