Generally, it means hall e.g.,

Balai raya = community hall
Balai berlepas = departure hall
Balai rong seri = throne hall (in a palace).

Depending on the context, it may also mean station e.g.

Balai polis = police station
Balai bomba = fire station

But in this case, not all the time. We don't call bus station as balai bas or railway station as balai keretapi.

'balai' one word means office.

But in combination it is more meaningful ...

e.g.
When ppl tell you 'nak balik balai ke?', he is not asking your permission to go back to office ... In fact ...

It actually means 'boleh settle sini.' i.e. he is asking your permission to settle the case here and have some coffee drinks for him.

If not, wat for talk so much, just balik balai la ...
