Yes, it is the Philippines because, most Filipinos or Filipinas already know how to speak English because of the shows they watch when their little kids, like Dora, That's So Raven, Hannah Montana, and all those other little kids TV shows are all in english. So, yes, they learn quick, we Filipinas, (Or Filipinos) are good. I'm from the Philippines. I love it, I miss my family there. Okay, well hope i helped though. |

I've traveled all over Asia, and the people of Singapore speak the most fluent english. Like some said earlier if you go to the more provincial areas of the Philippines then english isn't as common. Now if you factor in other things such as populations, and businesses that are english friendly then Philippines is the best english speaking in Asia. |

Well, best is rather subjective. If you mean that the majority of people there speak fluent English, well, I am not so sure. I have been to the Philippines 5 times, and in the rural areas I spend a lot of time in (Southern Leyte), fluency is not as wide-spread as you might think. In the article cited below, the author makes a valid argument that for being able to easily speak English with a majority of the populace, India is better.
Now, I have been to both countries, and I much prefer the Philippines. I like the climate and the people there. I love the laid back atmosphere (although it sometimes makes getting things done rather time consuming and frustrating), and the unbelievable friendliness of the people. Since my wife is from there, I guess I am biased.
So, for me, the whole package of being to communicate with most people in English, and for the culture and the people, I would say that the Philippines is best. |

compared to those of Indians/Pakistanis/Sri Lankans? oh yes, much better, especially with the accent, very heavy...
compared to those of Malaysians/Hong Kongers? yes, pretty much better, again, especially with the accent, they have heavy accents too...
compared to Singaporeans? maybe, but they have heavy accents too, especially those of Chinese-Singaporeans...
I mean, Filipinos are really good in English (both in writing and speaking), and we resemble those of North American English, but consider this, the heavy accents of other English-speaking nations in Asia were result of the British colonization... |

yes, it's the Philippines because english is the most common language used if you can't communicate in other dialects like bicol, bisaya, ilonggo, ilocano, etc... we just use english and everybody understands. |

if you live in Metro Manila or Cebu, you'd think the Philippines is the best English-speaking country in Asia... but i've been living in the province for over a year and i noticed how the vast majority get a "nose-bleed" with pronunciation, grammar, subject-verb agreement, and even basic conjugation.
Singapore has already caught up because their multi-cultural demography forces them to speak English. our multi-lingual aspect forces everyone here to speak Tagalog (thanks to TV). i don't mind if they sound funny and/or have Singlish (since we have Taglish).
i would definitely beat any Singaporean on English fluency whether it be American or UK, but there's a bigger percentage of Filipinos in the country who struggle with English compared to Singaporeans. |

To me it's a tossup between Philippines and Hong Kong. HK has been a colony of England from 1842 to 1997, and when I was there, most people spoke English well.
In comparison, my wife is a provincial, speaks decent English, but hires her relatives who may (with luck) speak 3-4 words of English.
What I don't understand though, is that everyone is supposed to be taught SOME high school subjects in English? What gives? Incompetence of the teachers? There should be a national test on teacher competence in all subjects they will be qualified to teach. |

As an overall picture, Singapore/Malaysia and Philippines are a draw. Filipinos almost never speak English among themselves - or at home. Singaporeans and Malaysians do- as a first language virtually. But they also have large numbers of population that does not speak it well- it is kind of polarized. Either they are fluent near native speakers or they almost do not speak at all. In the RP, it is kind of more spread out and everybody can speak some kind of English but few if any are of the native variety.
In the Visayan-speaking regions you have people who see you, gasp: "Uy, Mirkano!", and run away. Does not happen in Singapore.
If you count every person who says "Hi ,Joe" to you as "an English speaker" ( after all, the words "Hi" and "Joe" are English words;) then , yes, it is the third-English speaking nation in the world. |
