Since Constitution defined Tenno (emperor) as a symbol of Japan, some official symbols use chrysanthemum which is the symbol of Tenno family. On passport, there is chrysanthemum symbol. Battleships and guns used chrysanthemum symbol in WWII. But there is no law, and people think cherry blossoms is the most popular and loved flower.
