I believe you question is based on Typhoon condition and in that you would ask the question assuming that the world has both power and water. The answer is simple. Power is more important as without power you cannot generate clean water from the rivers and oceans. Power is important for keeping food sanitized and storage. You can always boil water with power and also you can transport water through pumps and keep warm or cool . Hospitals would go crazy without power and many would die. So as long as there are rivers and oceans on earth then the Power source is important. |
