I've seen guys in media entertainment or just wearing it coz. they worship their anime/manga characters & they did it pretty well.
It brings out the eyes.

Some guys are trained to wear eyeliners by their own parents as according to old people's beleive, wearing eyeliner can make ones eyebrows longer and nicer. As this was done when their small, some may have taken it to the extreme of continuing the tradition when they grow up. Thats it. If not that, than his a 100% sissy king or a emo!
