A person is mean when he shows little or no regard for other people's feelings and thoughts. It's a lot like being "inconsiderate". A person is mean when he obviously, intentionally does something to hurt or insult other people.

Mean to me is constant rudeness or intentional unkindness. Bad is wronful doing in general on a regular basis that does not necessarily hurt feelings.
