1st one if its a respectful stranger
2nd one if its a friend I can joke with or an annoying person I know from past
3rd one if I dislike someone and want to get back at them
4th one if I think it was intentional or I really want to piss off the person for some reason.

If she makes a habit of it then glue a small mirror on the top of your foot. When she steps on your toe, then you will have an excuse to be looking down at your foot and seeing the reflexion of her panties up/underneath her duster, in the morror . . . If you can see it like that then believe me . . . You will not even feel any pain at all.

My response would be determined by how the person behaved. If they were contrite and apologetic....I would say something like, " Don't worry about it; I walk on them all the time"
If they pretended not to know they had just trod on my digits...." I am sorry, did I hurt your foot when I stepped UNDER it?"
At 6 foot 2....weighing 250+.....looking like "Death "....it is very rare anyone gets belligerent with me....but if someone is foolish enough to get in my face.....I would first decide if it was worth making a scene....if my lady was there I would defer; not embarrass her......If I decided I wanted to teach him a lesson in manners.....I would let him finish his rant....then smile and say.....too soft for him to hear, "Back off or get hurt".... when he leaned in to hear what I said.... I would again repeat the warning softly.....if he continued to make a fool of himself.....I would hurt him
