Ah you gotta go there during the Sinulog Festival in January; which is like the most famous festival in the Philippines. It's like a Brazilian carnival but with a fixation on the holy child statue.

Cebu also has a nice metropolitan area where you can get all your city convenience that you like if your used to living in a city and then you can also go to the countryside with few hours of commute from the city where you'll find great beaches, waterfalls and good food.

I studied there for two years in college, I loved it there, not to mention the cost of living is lower than most cities with the same quality of life and much lower cost than say - New York City (ugh, this is where I am at this time).

It is about a one hour plane ride from Manila. It has an international airport which Cebu Pacific, PAL and Singapore airlines uses.
