For me it's Philippines.

Almost all Pinoys know how to speak english.

English has been the country's second language since WWII because they really have to learn that language to communicate with the Americans.

English subject belongs to this country's curriculum.

A lot of people from nearby Asian countries even flock here just to learn English and also, it is the home of thousands of call center companies.

India or Philippines: Which Country is Asia's Largest English-speaking Nation?
My work as a logistics and travel consultant brings me to many places, particularly to countries in Asia. A friend once asked me which countries in Asia I've been to I find conversing easy. I had three ready answers: Singapore, Philippines, and India, though not necessarily in that order.

I remember quite well how some of my friends in the Philippines (including my regular host whenever I'm in that country) confidently reminded me that their country is considered to be the largest English-speaking nation in Asia and that, therefore, I won't have any difficulty conversing with its local folks. However, I have to disagree with this claim (that the Philippines is Asia's largest English-speaking nation) since I believe that distinction really belongs to India.

By the sheer number of its population, India, formerly a British colony, is Asia's largest English-speaking nation. Its over 1 billion population far exceeds that of the Philippines' 87 million. Like the Philippines, English is also one of India's official languages. India's middle class of over 300 million is predominantly English-educated, which tells us that English is a common language there, especially among the ruling classes. This is not to mention the millions more in rural India who speak at least basic English.

While it is true that many Filipinos speak and understand English, the question is: what kind of English? It is not enough that one can speak English. Proficiency in English entails proper grammatical usage.

True, the Filipino middle class, like its Indian counterpart, is predominantly English-educated. But it is far smaller in number than India's middle class. But in the countryside, where the majority of Filipinos live, is completely another matter. Poverty simply does not permit the vast majority of Filipino children to have the luxury of proper English training.

Many rural Filipinos speak just enough English, if at all, to be understood. But correct, grammatical English is lacking. Then there is the issue of American English and British English and the relevant accents - an issue that's not being debated here.

AS TO RATIO AND PROPORTION, THEREFORE, PHILIPPINES WINS! No doubt!

Philippines was a former colony of the United States of America and their people speaks good English.

I hate when I call a 1-800 number and an Indian answers the phone because most likely than not, they will not understand. I canceled my American Express card because their call center is in India and hey, I had a hard time especially when all I need is to change my address.

HSBC on the other hand employs call center from the Philippines, and I just got one!

With all due respect, Filipinos don't have that funny accent like the Indians have.

it's a second language here and is used as a medium of instruction in almost all subjects in school.

try calling an american corporation's call center, if the person you talked with has no unusual accent, then he/she is a filipino

If you are asking the population of which country in Asia speaks the best English qualitatively, the answer is definitely India.

This is proved by the number of British and American companies that have opened call-centres in India and also by the volume of back-office jobs outsourced from India. US-based cartoon film makers are also outsourcing their production from India due to the superior quality of English.

People in the Philippines do speak English but are not as fluent and their grammar is most often flawed. For example, I've heard Filipino pastors describe Jesus Christ with a "she" and other Filipinos call their wives a "he".

The quality of English spoken in other former British colonies such as Myanmar and Sri Lanka is fairly good. Malaysia and Singapore due to their ethnic diversities do not have as clear and high quality English usage as India.


AQUALUNG
Singapore and Hong Kong are top English-speaking Asian countries because both were former British colonies.
