Cleanest is Putajaya as there are hardly anyone living in it to dirty it and there is an army of cleaners.
Dirtiest is probably Klang with poluted air and a smelly murky river. |

Shah Alam is dirtiest 'city' I've been to.
For starters, you should take a look
at Taman Sri Muda.
From what I can see, i think the Shah Alam city council
is only bothered to clean the city centre - PKNS, and
all the 1 digit "Seksyens".
Cleanest place I've ever been to is Ipoh.

I'd go with the Bear, amongst the cleanest places in Malaysia is probably Kuching (Sarawak), and also Kudat in Sabah. The dirtiest places... not up to us to judge, as it is entirely up to us to make an effort and keep our surroundings clean! We can’t blame the town boards either for ‘not keeping clean’ our towns. But we could blame them for never enforcing the law and actually start fining litter bugs! |

This is a very open subject and I wouldn't want to be prejudice in my answer as every town/cities can be the cleanest or the dirtiest irrespectively.
These states of hygiene also changes from time to time. It can be dirty last year or cleaner this year... so... I wouldn't want to speculate on it.
Personal experiences though...
In my opinion, Putrajaya and Kuching may be considered as very 'clean' places. It would be unfair for me to say which are the 'filthy' ones as I might offend some residents there whom had been keeping their neighborhood to the cleanest possible.
Some things are just unavoidable and we must live with it... |

Cleanest I would think was KL - infrastructure and services are catching up with the rest of the world.
Dirtiest I reckon is Melaka - the river there is absolutely filthy. May change though cause it sounds as though the government have big plans for the river. They hope to clean it up and install walkways. |

Kuantan was voted the cleanest town in Malaysia for few years back in late 1990's to 2001..ever since then many towns has been upgraded to city base on their populations.
I would still think Kuantan has one of the cleanest place after my several visits, and sad to say Kota Bahru is not quite what we expected..quite filthy rivers..dirty waters..
Putrajaya is a new town but you still see rubbish been thrown everywhere.... |
