Filipinos.
English is the Philippines' premier Constitutional and Official Language. Not to mention that is is being widely spoken and taught as the main language in all levels and subjects in the Education System of the Philippines.
The Philippines is the third largest English speaking country in Asia. Filipinos speak good and Americanized English, and they do understand lots of American idioms. |

Filipinos. Filipinos tend to speak with easier pronunciations and the good speakers speak with a good American accent. The Malaysians that I worked with speaks in straight English but with a Malaysian accent that sounds like the Chinese accent hence it is more difficult to understand. |

Although I think Malaysians have a higher quality of life and have bettwer education I think Filipinos speak better English since there are more Filipinos that speak English than Malaysians that speak English since...
Malaysia has a population of 30,000,000.
compared to 90,000,000 of the Philippines.
But I think the mastery of English is pretty equal. |

= Philippines have a higher english literacy rate (regardless of the number of people)
= The Filipino English accent is more comprehensible. The accent, according to most native english speakers is neutral in sound. Can everybody clearly understand the Scots, Welsh and the Kiwis when they talk in English?
= The Malaysians who could speak English talks really fast that it sounds Chinese (for Chinese Malaysians) and/or Malay (for Malay Malaysians) already.
= English is widely used in urban areas in Malaysia but once in the rural parts its very difficult to communicate unlike in the Philippines that even the smallest village somewhere in a remote area will at least have one person who speaks the language.
BUT.... I like the English in Malaysia (and in Singapore) because its BRITISH ENGLISH although they throw in some Malay and Chinese words in it that makes it kinda difficult to understand. They have a lot of fillers (lah, lor, leh etc). It took me 2 months to get used to it of course with the help of my Singlish (Singaporean English) Dictionary.

malaysians, like singaporeans, who speak english tend to end their sentences with "la". i don't know what it is about, but that's usually the case, even with those who are living in the united states. i may be biased because i am a filipino. also, malaysians, or many asians for that matter have a tendency to pronounce "r" like "w". which is weird because filipinos who speak english do not have these and are pretty much "americanized" in accent. |

Collectively, more Filipinos speaks English compared to Malaysians and also tend to be more fluent.
As impressive as that fact is, it does not translate, no pun intended, to meaningful economic benefit. The Philippines in an IMD study in 2001 ranks 40th out of 49 countries in terms of global "competiveness". Malaysia, with its relatively poor english capability, is ranked 29th. |

And...English is our medium in school and the Filipino language is kinda similiar to English so our tongues are easier to "adapt" to English language than other countries. |

Hard to say because the whole thing is tricky.
Here is the deal- overall, there is more English in the Philippines because the Malaysian gov't promoted the Bahasa over English for decades while the Philippines promoted English and did not really promote Tagalog that well as a medium of education, signs, documents, etc.
Malaysians promoted Bahasa in everything. But that language promotion was mainly meant for Malays, not the Chinese or Indians( the "Bumbay" there). In Malaysia, races are segregated socially ( although not legally).
However, the Chinese Malaysians (30% of the population) very often speak English to each other and at home. You can hear people speaking English in all kinds of informal situations on the streets there. They are basically native English speakers that use English as Americans do.
A Filipino, otoh, would use it in the office and at school, but he/she would not be caught dead speaking English at home to his family or friends, except if they are foreigners. It is just against the social rules in RP. But it is not against any social rules to live a life in English in Malaysia and many do. That is the difference.
Also,in Malaysia, Malays, Chinese and Indians use English to talk to each other, while Tagalogs, Visayans and Warays in RP do not as a rule use English as a unifying force.
In Singapore, as well, you hear English being spoken, but they are not speaking to a "Merkano". They are speaking to each other.
In RP, though, it would be seen as being a "hambugero" and unnatural. All informal communication with another Pinoy must be in a Filipino language as a rule.
So, English is kind of an official language in RP, but not a living one,in Malaysia, it is sort of the other way around. |

filipino's since they were colonized by the American's that's why filipino's speak the American way when they speak in English. Also it is our official language after tagalog, many people in the philippines when they speak tagalog use both English and Tagalog words when they are saying something. |
