If you are in Victoria on a temporary visa, you can drive on your overseas licence (provided it is a current, valid licence) for an indefinite period provided your overseas licence is in English (or you have an English translation), or you have an International Driving Permit.
If you are in Victoria on a permanent visa, you can drive on your overseas licence for only three months from the date you entered Victoria or from the time a permanent visa was issued to you. If you want to continue to drive in Victoria after that time you must apply for a Victorian driver licence.
You must be at least 18 years of age to obtain a Victorian driver licence (if staying longer than 3 months)
The fact is even though you are 17 you can drive AS LONG as you
- only drive the class of motor vehicle authorised on that licence
- comply with the conditions (if any) of your licence
- carry your licence with you at all times when driving and immediately show it to a police office when asked to do so.
New Zealanders can get their license from 15 upwards, can come here and drive if visiting even though the law states you have to be 16 1/2 to get a learners license in Australia.

No. You must be 18 to hold a Victorian driver's licence, which you must get after holding a Victorian Learners' permit for at least 6 consecutive months, and doing 120 hours of supervised learner driving.
If you are from New South Wales, you can get a licence at 16, but for it to be valid, you need to return to New South Wales every few months.
I don't think you'd be here long enough to qualify, unless you were here a few months. Even then, we have pretty good public transport.
