I'm afraid that your mum will be too old to qualify in her own right, but if you apply for and are granted permanent residency, you will be able to sponsor her to come later. A major problem is that there are either long (10+ years) queues for parent migration or the cost is very high ($34,000+) but there's a chance that one of your other relatives could sponsor her if her Aussie relatives are all she has. Here are the options for family sponsorship (faster and cheaper than parent sponsorship if she qualifies):

You should try very hard to find employer sponsorship as that will virtually guarantee you a visa within a short time. Perhaps you could come here on a working holiday visa to look for a sponsor.

If you go for an independent (non-sponsored) visa as a hairdresser, you should get it if you're qualified and experienced, but you may have a long wait as sponsored visas and other occupations have a higher priority..

State government sponsorship is another option which will greatly speed processing. The following states will sponsor hairdessers:
Queensland - regional only
NSW - regional only
WA - metropolitan and regional
Victoria - regional only
SA - all
NT - all
ACT - all
Tasmania - all

You can not immigrate as a skilled worker after 45.

The best way to go about it would be for you to move, get residency and sponsor your mother to move.

The only other way would involve her being a self funded retiree and would only allow a four year visa.

Hairdressing is on the SOL, but it is not a high demand job so it might be a little difficult to get sponsorship.

Probably not a good idea to insult people on the application either.
