How strict are Australia when it comes to criminal records?

I know that they do not let people in on holidays or working holidays who have had a prison sentence of more than 12 months or a substantial fine but they also do not let people in if their record is less than 12 months but shows a "unsuitable character" although the immigration website does not specify which crimes would show a bad character.

Does anyone know what kind of crimes they consider to show an "unsuitable character"?
Additional Details
Ok the crimes are minor vandalism, drunk driving and drunk and disorderly (fell asleep on street). And it is not me, it is for a friend.

They are really trying to know if the person poses a risk to Australia, so if the person has clearly "mended their ways" (has a job, stayed out of trouble), they will probably be given a visa.

I really don't think some teenage stupidity 10 years ago would be held against someone who was subsequently of good character. The main thing is to be honest about it (as they do conduct their own checks).

The business about "unsuitable character" is really just to give them an "out" if someone is perceived to be a major criminal but hasn't been caught or at least hasn't been severely punished. "Known associates" of drug dealers and people like that.

Interesting query since Australia was the destination for 'Transportation' convicts who were the early pioneers there, sent by England and whose descendents must surely be some of its leading citizens now.

Well, if you were given a sheet of data with the crime you commited on it, would you think 'this person probably isn't a good person'?

Would help if you stated what crime you commited.

As far as I know its petty crimes, stealing, shoplifting, everything that you would have a police warning for. Things like serious driving offences as well.
