It certainly looks as if it is.
From the tag on the video, it seems to be outside of Broken Hill. That region is so dust-bound - coming into the city is like coming into an oasis, from Adelaide climbing through a slight mountain range - then, suddenly, there it is. Flat red, dusty land all around the town itself, with the town seemingly rising out of the land.
I remember looking at photographs when I was at school, of a landowner in the outer Broken Hill region, taking in clothes which had been put out to dry (if not removed they become red as well). In the distance could be seen a dust storm, not unlike the one seen.
Some of our dust storms have been seen from space, with the use of satellites and they emphasise the amount of soil erosion, which can make life miserable for our farmers and their families.
Broken Hill is famous in Australia for its mineral deposits. It is approximately four and a half hours driving in a north east direction from Adelaide. It is in New South Wales' far west, very close to the South Australia - New South Wales borders (actually closer to Adelaide than Sydney).
Its mines went quiet for a while, but of late, mining practises have become more resourceful and with improvements, have come more work and new mines.

I used to live in broken hill and yes those sorts of dust storms are very possible. i rememeber one of them, we were all at school and suddenly the sky went red, and dust was everywhere. some kids started having asthma attacks and soo many kids got sent home for eye injuries. as we were all in primary school and on lunch no one thought of going inside =D |

Amazing aren't they?
If you have ever followed a car along a dirt road and have seen just how much dust is produced, then you can get an idea how that type of storm can happen in a high wind.
The dust in the outback of Australia is referred to as 'bull dust', it is very fine and powdery.
The sunsets seen after a dust storm are spectacular though. |

Yes, that looks like a real Australian duststorm.
In a country as dry as ours it's not uncommon to have duststorms that block out the sun, especially in the outback. |

It is possible, we had one like that in Melbourne in around 1979 and we could see it coming from miles away, everyone thought it was bushfire smoke until it hit us. There were warnings to schools to either get the kids home or to keep them inside. |

That is a common occurence in Australia, usually in the desert areas of central aus, but can happen anywhere in times of drought. |
