The city is for all the prison gaurds to live in when they are not busy looking after the 20 million prisoners.

Josef Fritzl was a prison gaurd, that is why he was so talented at keeping people captive.

Firstly; It's very obvious you are very young and very uneducated.
Secondly; Australia is not and has never been a "Prison Colony". Australia was initially home to the Aboriginals before it was ever discovered by James Cook. There was only a very small part of Australia that was home to convicts and a lot of these convicts were women and when they arrived here they were no longer prisoners They were sent here for the men to help populate the area. If you researched Australia you would find that the crimes that these so called convicts were convicted of would, in this day and age, have been laughed at.
I really do think you grow up, and think before you ask such immature questions.

The last convicts sent to Australia arrived about 1860, depending on the particular region. By then the non-convict population was many times larger than the convict population because of free immigration. Even in 1830 or so there were more non-convicts than convicts. In 1851 gold was discovered by people returning from the California gold rush and that caused a large increase in the non-convict population.

You must be American. Did you know that before the Revolutionary War the British were sending convicts to the old 13 colonies? Even after the war ended someone tried to land British convicts in the new USA.

Josef Fritzl is Austrian, not Australian. Austria is a German-speaking country in Europe. It is not the same as Australia. You really must be American to be so ignorant.
