Yes as long as you have enough 'points' to prove who you are, and proof of residence then you can take a drivers license test....

You have to earn it.
Go to the RTA office collect a book on rules and study it.
When you fully know the rule book from the front to the back,make an appointment with the RTA for a exam to hold a "Learners Permit"
Because you are a yank and will be driving on the correct side of the road,I suggest you go to a driving school,it is well worth it as they will teach you not so much how to drive but how to control a vehicle and road rules ect.Also you must keep a log book and must have a minun of 55 hours driving time on "L" plates before you can go for your licence,So you dont just "get" it you must earn it.

Book (fee) for computer driver knowledge test . (conducted at any motor registry office).

Complete green licence application form.
Provide required original ID. In your case...current overseas passport and proof of NSW residential address such as a bank statement or telephone bill.

Learner driver licence issued on passing knowledge test (fee).

'Ben' states in the question he does NOT hold a USA licence....an International Driving Permit (IDP) is proof that you hold a valid driver licence in your home country. Used mainly when visiting non english speaking countries in conjunction with home issued licence.

Yes but it could be complicated. In Australia they have a rigourous system so probably is a better idea to get an international drivers licence.
