No, it's missing a digit to be an aussie number.

Australian mobile numbers have the area code 04, followed by 8 digits (10 total)

0465 875 xx (missing a number) would be a mobile number.

But 04 658 75xx would be an older-style phone number for areas in New South Wales outside of Sydney.

These were all migrated in the nineties to a new system:
02 - 9xxx xxxx for Sydney or
02 - Yxxx xxxx for the rest of NSW (and ACT)

So your number 04 658 75xx would now be 02 4658 75xx.

Calling from overseas, it would be +61 2 4658 75xx.

There's only 9 digits there. Australian mobile numbers have 10. Also, 0465 does not seem like one of the networks' codes here.

I presume the xs you have refer to further numbers thefore if it has 10 numbers then it is a mobile [cell] phone and if you are calling from overseas then you drop the 0 at the start but put the Australian code which is 0061 in front of your 9 numbers now as you dropped the 0 well actually if you count 0061 then it's 13 numbers.
Burnie in Tasmania used to have a prefix of 04 but no longer their prefix is now 3
