The White Pages and Electoral Rolls for example.
Some people could think you're just trying to check up on someones past for your own purposes.

Unless you are trying to find out some family history ... not sure about that ... you'd have slim chances. Why not try phone book, electoral roll?

Privacy laws are very strict and criminal records will show only those relating to crime, and will not necessarily pinpoint the persons address.
You could list that person as missing if they really are missing and hope to find assistance in doing so.

For any criminal records you have to apply for records through the police dept .. and yes of course there is fees.
... but you could always try under the freedom of information act.
