You can't have your birth certificate modified to another country. It would be considered a medical miracle if you were born from the same womb twice. You could always emigrate and change your citizenship. Changing your accent might take a little longer (just tell everyone you're Canadian).

Note: Working in Australia will mean taking a skills test. If you don't have a skill we need, nothing on Earth will get you past the front door. Becoming an Australian citizen requires you to take a basic Australian knowledge test. If you don't know who Sir Donald Bradman is or what sport he plays (and similar questions about Aussie history and values) then you won't get to be an Aussie either. You could always try New Zealand (just don't mention the nukes).

Apply to immigrate to Australia to become a citizen. It's not easy to get a Visa though. How old are you anyway?
