In the context you mean, its somebody that continually 'chips in' with comments to a conversation, often uninvited. They cannot wait their turn to speak, continually interrupt and are a pain in the a*se at meetings.

Basically chipping in means "contributing" in some way.

No, chipping in isn't a bad habit. It means helping/contributing.
Example; "Do you wanna chip in and donate some money for my charity?"

EDIT: Ranjeeh D's got the right idea, actually. It can be a bad habit in that context. So basically, chipping in = contributing in either a good, bad, or neutrel way.

chipping in means only paying to wards something .. it the truth .. good luck as if two or more people are paying for something .. you chipin as to your part ..

Yeah Ranjeeh D is right if 'chipping in' is used in a negative sense it means interrupting a conversation.

I am wondering if used in the negative way it is more an English saying than an Australian one judging from the responses?
I'm Australian but my parents are English and I'm thinking that it might be an expression I have heard from them.

chipping in can be used in a few different ways
in golf
in gambling
in collecting money
in helping out

AS I SAID IN WHAT WAY DO YOU MEAN
put "chipping in" in a sentence so you get the answer you are after all answers are correct so far
