Hi, I want to go travelling in Australia for a year, by myself. I'm not planning on going to just a few cities; I want to see as much of Australia as I possibly can.

Close to the city, but without syringes (St Kilda beach is a bit.. interesting) you're best beach would probably be Brighton/Elwood (south-east of the CBD), however, they are bay beaches, so there are limited waves..
If you're after surfing - Phillip Island and the coast along the Great Ocean Road (runs west from Melbourne down the coast) are your best bets.

I think the best beach in Melbourne is the Brighton beach. The beach is much more cleaner than other beaches like South Melbourne, Frankston or St. Kilda beaches in Melbourne. Additionally, Brighton beach has several unique places around for you to see and enjoy if you were to bask and enjoy the sun or the lovely bay that surrounds Melbourne.

i live 2 blocks from Albert Park beach, and would have to say its pretty nice, however, the couple of beaches a bit further up than station pier are very clean

Melbourne is situated in a Bay so there is no surf. While it's beaches are great for cooling down or for young kids, you really need to jump in a car and head outside of the Bay area to find a 'real' surf beach.
Phillip Island in the East or Torquay in the West (and beyond those places) have beaches comparable to any in Australia.
