It depends what you want.

For the Australian Winter Queensland is the State most people travel to as it is warmer.Sydney is the Capital Of New South Wales and its a bit hard to compere a city to a State but Sydney has the best rail, bus, ferry system, shops, night life, tourist attractions and is a great place to live. I like both places as well as the rest of Australia as you dont need a passport to go from one place to another and the lifestyle is free and easy.

As said, Queensland is a state, Sydney is a city.
Sydney is very good for a tourist to visit, Brisbane the capital of Queensland less so, though Queensland as whole has a huge number of things to see and do.
Generally when moving to Australia most foreign people settle in Melbourne/Sydney, but internally more people move from there up to Queensland probably for the weather as it does not get particularly cold in Queensland, especially near the coast.
