Australia is a safe country and culturally diverse - we're all migrants to the country. You can experience cultures and food from Italian, Greek, Asian to Middle Eastern.
Based on your criteria the answer is Melbourne because:
- We have a combination of brand new swanky buildings and sky crapers as well as the old European buildings in the city.
- The city's beautiful and full of little alleyways with hidden restaurants, bars and pubs.
- Melbourne has lots of artsy suburbs in fitzroy and brunswick street - we have lots of independent artists and bands
- Melbourne is famoous for the Italian and Greek food but also has a nice chinatown.
- The only downturn about melbourne is the weather (you can get 4 seasons in one day) and winter can be a bit chilly compare to other European cities (average winter temperature of 10-14C.
The other city which is popular with expats is Sydney:
- Sydney has good weather all year round
- Full of skycrappers and has beautiful harbour and water living
- It hasn't got that cute little alleys like Melbourne, has got more 'big city' feeling and can be impersonal
- Beaches are beautiful as its within close proximity to the city
If I have to compare the 'city feeling' with other cities in the world:
Melbourne has similar feeling as vancouver or san fransisco
while
Sydney is more like chicago/London.

Sounds like Melbourne. It is known as the arts capital, the fashion capital, the sporting capital and it is in Victoria - the garden state. It is a bit more European than Australia's big cities. The weather is not as warm and so it is not so much of a beachy lifestyle as some other places. It is always voted one of the best cities in the world to live. I live here and I think it is great.

On those criteria Melbourne is the obvious choice, but if you like the feel of a smaller city and want a wonderful harbour view Hobart would also be a good choice (and it's only a short flight to Melbourne anyway).

Melbourne and Sydney are the only real multicultural cities of Australia. Sydney has the beautiful harbour, Melbourne has the nicest CBD. Personally i think Melbourne has the nicer buildings and it is regarded as the culture capital of Australia. Both cities are safe but i think Melbourne has the edge.
