Depends on where you can afford, and what sort of facilities you are looking for. I'd choose WIlliamstown, but there are plenty of areas that are good for kids.

Werribee is very nice, stayed there in June this year, my cousin lives there and it appears to be a really nice place, lots of nice houses, good schools and great shopping.

if you can afford it camberwell (great schools near by) or brighton (beach), or else some outer suburb like bentleigh or glen waverley. If you want more small town than geelong is alright or ballarat is even smaller
