It depends what you are coming to study. Not all campuses offer every possible course.

But you should also consider some of the country campuses. Some of the larger, regional campuses have a great selection of courses, and the cost of living is a lot lower than the capital city. For example, Latrobe University at Bendigo or Monash University in the Latrobe Valley may offer the courses you are seeking.

However, be warned... you need to apply for permission to work while in Australia on a Student Visa, and you will not be allowed to work more than 20-hours per week while in Australia. If you breach this, your Student Visa will be revoked.

You should research first to see what uni's offer the courses your interested in. In terms of getting a casual or part time job, Sydney would be the easiest, Perth would be the hardest. Accommodation wise Sydney would be the more expensive and Perth the cheapest.

You could always do a year of study in each city and transfer your degree over, though that's not so practical.

Personally I like Sydney to live in and Melbourne for holidays.
I would be choosing between Melbourne and Sydney, our universities are the more prestigious.

Sydney every time. Melbourne would be a close second choice. Perth is too far away from anywhere else and I presume you would want to see something of Australia while you are here. The top three universities in Australia are ANU in Canberra then the Universities of Sydney and Melbourne which, with the Uni of NSW in Sydney, vie for second spot. Sydney also has the Uni of Technology, Macquarie and the Uni of Western Sydney.

Your choice of university should really depend on what you want to study as one university could be stronger in one field than another while for another subject the reverse is true.

The cost of living in the three cities is much the same and there is very little difference now between them as far as the cost of accommodation is concerned. Perth is rapidly becoming the most expensive city.

My nephew just got back from a semester abroad in Australia. His choices were Sydney or Melbourne. After coming home he said he is very glad he picked Sydney over Melbourne. When you throw Perth into the mix it gets harder. Having been to all the places you have mentioned, I would still pick Sydney. Even tho I loved Perth, Sydney is closer to so many other places you could visit for the weekend or a couple of days off school. Perth, you would be much more limited in short term travel.

Perth provides a better source of Uni's to study from, and therefore I would if I was you look at Edith Cowan Uni's here in Perth and Bunbury Western Australia.
