It's to help conserve water. Our country is in the middle of the worst drought ever. If 1/2 a flush can get the job done then use it.

one button is for half a flush and the other button is for a full flush.

not all toilets have two flush buttons on - but the government and councils making them compulsory because of the worst drought in history Australia is experiencing at present and for some time. It saves water the half flush, and full flush is to get the nasty stains off the sides of the loo. and plus this saves scrubbing it later on.

We have them in New Zealand too. It saves on water...why flush with a whole tank when half will do it??!!!

Yeah I don't see any difference either - the half still flushes a full and other way round. Cheap and nasty toilet!

In all the malls the half flush is the only one you can use, haven't found one that the full flush works - i think they disable them to save on water....

one flushes the water clockwise, the other counter clockwise. I'll eat my hat if its true but its all i can think of.
