I'm having F-1 visa of the US, and i'm living in the US, San Francisco - CA.. I want to travel / visit my friend who is living in Austria (in Europe, not Australia). Am I eligible for that visa? Please tell me how do I start and what do i need to do?

Whether you need to get a visa depends upon your citizenship, not the visa you hold in the USA. If you are Vietnamese living in SF you need to apply for a Schengen tourist visa at the Austrian consulate in LA.
Getting the visa will be easier if your friend in Austria invites you and signs a declaration of liability on your behalf.

The person above who posted is absolutely correct. Austria doesn't care if you have the proper visa/papers, etc. to live and study in the US - you have to adhere to laws of Austria to visit.
