Not really. Austria is small that most producing companies depend on export anyway - the company founder is Austrian so it's only logical he put up his company in his home country.
Only because weapons are not regarded as consumer goods here in Austria (and in most of Western Europe) does not mean they can't be made here. Most of the production will go to armies, police etc. worldwide anyway and not into the privat market.
