Hi. I believe the way to phrase your question is: "Are" there any Bulgarians in Austria? "Is" is singular. So if you want to use "is" you might say: "Is there a Bulgarian in Austria?"
It's important to learn this, because like it or not, you'll be judged on knowing the basics of English grammer. It's easy to learn and you'll enjoy the positive feedback you'll get in this realm for the rest of your life. I'm not being mean here, I'm trying to be helpful. Really.
Oh, and the answer is yes. There are Bulgarians in Austria, at the Bulgarian Embassy there, and most probably other places too.
