One I know of is the Parkhotel Schonbrunn, though it looks like it is four stars from the website. I stayed there in 2000, so I can't give a very recent update, though that said, the location is great--it is literally across the street from Schonbrunn Palace, a pretty big and popular site in Vienna that offers one regal rooms to visit as well as sprawling gardens behind the palace that climb to a modest hilltop with a great view of the city. To note, the palace was at one time the seat of the Hapsburg monarchy.
Back to the hotel itself, though. It is in an area on the outskirts of the city and there are a few shops and stores nearby. It is a short distance to a metro stop, from where it is about 10 minutes or less into the center of Vienna. The hotel's rooms were comfortable and fairly new. The hotel's lobby and lounge area have a very nice, fairly elegant decor and the hotel overall has a classic, maybe early-20th century European style.
I'm not sure their availability for New Year's, but to check and for more detailed (and updated info.) check their website at
http://www.austria-trend.at/en/?id=PAW
Also, I'm not sure the price range, but I'm sure you can check on the site.

Venere is a wonderful hotel site. You can read reviews from people who have stayed in the listed properties. Here's the Venere 3-stars hotel list: http://en.venere.com/austria/hotels_vienna/3_stars_hotel_vienna.html

Hope you have a great New Year in Vienna! Check out our Austria travelogue before you go: http://www.thetravelzine.com/Austria_2005_1_Wachau.htm Click on Vienna.
