Kitzbuehel is surrounded by a big mountain area with 2500 - 3000 m peaks. Usually the first snow comes mid December, so you can still go on the old "glaciers". But the real good champagne powder you get from January on. But you can still be lucky, last year it started snowin end October.

Mid December should be OK. I went in early January, and it was great, although I preferred St Anton. Innsbruk and Mutters were just ok.

KitzbĂĽhel is one of the snow securiest place in Austria. Great snow conditions there almost anytime in winter season - even if most other ski areas have problems with having enough snow...

A very positive side of KitzbĂĽhel against other snow secure places like Ischgl, Lech, etc. is that even if there is a LOT snow, the chances of being not able to leave the city because of closed roads is almost zero. Other areas can be cut from the world for about 1 week or in worst case scenario even longer....
