Your local post office should have a passport office where you can apply for a passport.

Go to the nearest Government Immigration Authority office and chances you can get your request for application for a passport attended to. However, getting a valid passport is just a start. You may also have to obtain a valid entry visa if required in order to visit Austria. So you should talk to your parents or anyone older who can advise you on going about getting a valid travel document and visitor visa.

You can apply at the Post Office sometimes, but smaller ones don't always offer that. Look up information in your county... in mine we get it at the courthouse. You need to have your birth certificate and under 18 you need your parent(s) with you. Look up all the details before you go.
Your passport is for any time you travel outside the US. It'll be good for 10 years for any traveling. It's not specific to Austria.
