Why doesn't Austria have a royal family?

The monarchy in Austria was abandoned after WWI (which was one of the goals of the USA when they entered the war). So since that time we don't have any royals or aristocrats anymore (officially).
Since we don't have any royals the other two question are not relevant.

There used to be a monarchy and you can still see proof in its castles, etc. Prior to World War I, Austria was part of Austria-Hungary. After the war ended, Austria and Hungary each signed an armistice with the Allies. On November 11 of that year, Charles I relinquished his royal position in the empire and left Austria. This brought an end to Austria-Hungary and to the Habsburg monarchy. Days later Austria and Hungary declared themselves independent republics.
