1. By the fancy dress, you mean the costume? In portuguese it's called "fantasia de carnaval" or just "fantasia".

2. The costumes are made in the "samba schools". But they aren't really a school (like Elementary or High School). They are big groups of people that get together to play and dance samba during the year, making it like a big concert and when the carnival arrives, they go to a place named "Sambodromo" and compete with other groups to find out, based on the judges scores, what group has the most interesting costumes, music, samba lyrics, harmony, samba theme, etc.

3. They buy directly from the samba schools, or you can access some sites that teaches you more about that...
w w w.carnivalservice. com/rio-carnival-costumes.php and w w w.rio-carnival. net/index.php are some of them! (take the spaces to access the sites)

good luck and enjoy Brazil! :)

coconut
that fancy dress is called "fantasia"
They are made in a place called "barracão" where they build allegoric modules for each samba school
They go to one of the hundreds samba school around the city of Rio

1 - fantasia

2 - The dresses are made by the people of each "escola de Samba' (school, the group that is dancing). There are seamstress and also people who design the dresses. They have a place called 'a quadra da escola', like a big gymnasium where the dresses and the carts are made, and where people gather to learn the Samba (singing and dancing).

3- Some escolas de samba allow people to buy the dresses and wear them during the carnival. Others, like Beija Flor, who won the championship this year, allow just the people who live nearby the "quadra" (the place which the school is situated, something tlike the 'hood') to wear the dresses, and as they are poor people, the owner of the school pays all the dresses
