Can a brazilian get a passport now without a document de titulo? IMPORTANT?

Hi,
I am really hoping that someone can help me. I am trying to help a family friend, who is brazilian and who lives in Natal, Brazil, has a family problem at the moment and needs to get a passport urgently. However in order to get a passport supposedly you need a 'documento de titulo' however they only turned 18 last year and do not yet have one. However at the moment there are supposedly elections and they are not issuing any of these 'documento de titulo' until october!! Which means they cannot get a passport until october/november time. Which to me seems unbelievable! Does anyone know anyone that could be of help? Or does anyone know a way around this? Or if this indeed is the case?

Yes the same thing happened to me. He can go to the Federal Police in Natal and get the paperwork going on his passport. He will need to show that he is cleared by the "Tribunal Regional Eleitoral" (Election Comission) The means that he will probably have to pay a fine for not having voted in the last elections because he did not have his "Titulo Eleitoral" card. The fine is very small probably less than $2.00. Once that is paid in the Banco do Brasil he will have to get the Tribunal Regional Eleitoral to issue him a document declaring that he is up to date with the Elections. He still will not have an election card (Titulo Eleitoral) because, as you said, they do not issue those cards while in Election season. With their document stating that he is up to date, and the other items that he needs for the passport he will be able to get it. I know it is complicated but if he follows the directions exactly he can get a passport.

Para conseguir um passaporte Brasilieiro voc^e precisa estar quite com o Tribunal Regioinal Eleitoral (TRE) Para isso voce precisa ir noTRE e pedir que eles façam uma busca das eleições que voce faltou mesmo por não ter titulo de eleitor. É possivel que você somente tenha que justificar sua ausencia, porem o mais simples é pagar a multa no Banco do Brasil. Com a multa paga (muito pequena) o TRE pode lhe dar um papel dizendo que você está quite ocm o TRE. Eles fazem isso mesmo durante a temporada de campanha eleitoral. Com esse papel e os outros nessessarios pela Policial Federal voce pode conseguir seu passaporte.

Pastor is right, I'm a dual citizen and my Brasilian passport was expired and they would not let me leave the country until I renew mine, I did the whole thing in 1 business day. I haven't voted for 15 years and my fine was like $4, make sure your buddy has the military papers straight. This Will help.
When I missed my flight to the US because of that I taught I would have to go to Argentina to get back to America.
