It depends on were you will be living. Good neighborhoods you will pay around U$500 to U$700 for rent (monthly) for a very small apartment .
Utilities, for U$150
And the rest (food and transportation) around the same thing you would pay in a american city.
Remember: books are much more expensive in Rio than in any american city

the University is for free, since it is a Federal one.
Rio de Janeiro is an expensive city in Brazil, full of tourists, but the money you will spend depends where you choose to live, there are several different neighborhoods to choose from.
but comparing to the prices in the US, it is cheap, so don't worry.

If you're on-campus? Depends on your drug- and booze-consumption. If you're "clean" 500,-US$ p/month will do.
Add up to 2-300,-US$ for rent, if needed.
But it all depends too much to give you a real estimate.
