Driving around Rio is dangerous, not only because of traffic, but also because you can very easily wander into not-so-good parts of town. Definitely take the bus -- it knows where its going and you can also enjoy the view, relax, get there in the same amount of time, and its cheaper. Then just take a taxi when you get to Cabo Frio.
