How difficult is it to buy gemstones in Brazil?

Very easy. 65% of the colored gems in the world are mined in Brazil, so you can find it everywhere, and really cheap.

Not a problem to pass customs. People who told you that are WRONG. It is tax free if you buy from a certified store. You can buy from the big Brazilian companies (like H. Stern and Amsterdam Sauer), or from places where you buy the gems with no cut or polish (like Legep - see http://www.legep.com.br/index_ingles.htm).

If you come to Rio for gemstones, I know a tour guide whose family is in the gems business for 2 generations. Check at www.ridearoundrio.com. He can help you find the best deals.

Not difficult, especially in Minas Gerais where most of those stones come from.

No, it's easy to buy gems directly.
Difficult is passing by Customs. Smuggling of gems is considered crime.
I don't know what the documents necessary to take precious stones to America.
