Rio de Janeiro: dry season...Low= 17C. to 19C.; High= 25C. to 27C.
Recife: wet season...Low= 20C. to 22C.; High= 26C. to 28C.

I stayed in Rio for 5 weeks last July... and 2 weeks in Rio the December prior. For my July trip... I wore shorts almost every day & jeans in the evening. I hardly ever needed a jacket or anything more than a basic t-shirt or short-sleeved dress shirt. I think I experienced a lot of 70 - 80 degree weather... with some days being 80 - 85 and some days being just under 70 (and raining). Well, it's their "winter" --- even though Rio doesn't really have a winter.
In contrast, during a Rio summers there will be many days above the 85 - 90 degree range. (One day can be rainy and 80... and 5 days later it can be 100 and scorching hot).
In summary, the weather is typically warm in July... with variations in either direction.
