Try the Hotel Angrense in the street called Rua Angrense, near Rua Santa Clara in Copacabana. None of my friends has complained so far! If you can, contact me. There are many others, but I'll have to explain in detail.

There are several very affordable Hotels withing a couple blocks of Copacabana Beach, the Hotel Windsor is one of them, it's only a 2 star property. The main problem with Rio is that the crime rate is high there, you have to be careful with venturing out on your own, but it's like that in all major cities.
