I've been there to visit. It's a nice place, warm weather, culturally rich, friendly people, and you have urban centers as well as small country villages and beautiful beaches.
People form Bahia are also known for their easy going attitude, and sometimes that can be a problem for agitated people. The state has it's own rhythm, and people don't like to be rushed.

I own a condominium in Salvador, Bahia and live there from November to April or May each year. As to whether or not 'it's good to live there' is difficult to say because I don't know what you consider "good". I like it. The weather is great and the people are friendly.

Some people above have said that Bahia is their favorite state, or the nicest. Well Bahía is good to visit, specially if you're searching for something exotic and stereotypical, but I think it's not a good place to live. It's too hot and it's poorer than Brazilian average. But of course it all depends of your taste.

No idea but check this out!
