You will mostly find people who speaks english in any place attended by the rich or upper middle class. Big cities as Rio de Janeiro, Sao Paulo, Curitiba, Porto Alegre or Florianopolis, you can easily find that in malls, restaurants, specific neighbourhoods, schools and clubs.
The Brazilian are very friendly and someone is always willing to help a foreigner. You are not american, so that's also a plus for you !

All cities have lots of english schools. It's very easy to find someone english speaking who'll be willing to help you. I live in Florianopolis, a touristic island, you can listen english, spanish, german, lebanese and french around. I don't know why you are coming to Brazil. Near international businesses you will find many foreigners and english speaking brazilians. In these touristic places too.

I suggest any big city except São Paulo which has nothing to offer for tourists and is very dangerous.
