Nah.. it won't get any where colder than 40F.

Yes you can go for sightseeing during winter, but you will miss the beaches.

Local people generally don't speak English. Unless you are staying in first class tourist spots.

its a very nice city ,lowest would be from 5 to 10 degrees C ,during winter you can do what ever you want to .the best to visit there are places that they do the wine and the chocolate.
more over you will have the best BBQ meet to eat ever in the whole world . ITS CALLED THE cherrasco gauacha.

Don´t worry, even though Porto Alegre is in the south, its not cold like that.
It´s not Norway.
You probably will get temps of around 10/15 celsius (mid 50s F)
just bring some coats.

Well, the most people from Porto Alegre are grandchildren from German people, Italian... They are different of that image you have of Brazil. It is in the South of the country. The south of Brazil is very cold! We are almost in winter. Some people there speak German because of the past immigration. They are usually blond. I don't know about their English. In Rio de Janeiro where I live, is the second biggest city in Brazil (the first is São Paulo) we need to know English for communication with foreign people. São Paulo for business and Rio for tourism.
