I've been to Europe and a lot of locations the beaches are topless or nude or whatever floats your boat.
I love being naked in the ocean and in the sun. I plan to travel there in the near future. Additional Details Here in the U.S. nudity is sensationalized so badly they have laws against women even going topless on the beach which really sucks.
No problem with topless. The beaches that I love are the ones of Paraty, south of the state of Rio de Janeiro. Buzios has really nice beaches too.

Here in Brazil there is no law against topless. It used to be a fashion in Rio over the 90's but nowadays you don't see it much. DON'T COME TO BRAZIL WEARING AMERICAN BIKINIS PLEASE! People here love talking americans are dumb just because they use large bikinis, you will make a fool of yourself. Buy buy bikinis in Brazil, the best shop is called Bumbum Ipanema, they make the best bikinis all over the world, they cost about U$100,00 each.
Rio is super fashion so invest in your beach wear and please try not looking too American.

Nude is illegal you must cover gentillia. So it is covered barely. The better the neighbourhood the better the beaches. These are very dangerous waters to swim in ask before swimming most locals spash and sun bathe only

topless in brazil is totally inappropriate. that's ridiculous though 'cause brazilian girls wear bikkinis so tiny, so tiny that it's even more slutty then being naked or doing topless. but oh well...it's cultural stuff
