Troy,

Fortaleza is great as everyone here has said , I need not add anything, you can invest in some great apartments on the sea front from $100,000 USD check out www.beachfrontbrazil.com , there are even Million dollar apartments being built now. Tam Brazilian Airlines www.tam.com.br fly from Miami via Manaus to Fortaleza.

I am an american, but have been to Fortaleza at least 15 times in the last 5 years for work. Some of the most beautiful beaches in the world are within a few hours drive of Fortaleza. There are many great hotels, restaurants, shopping and people are VERY friendly. Prices are generally cheaper that what you will find in the south as well. There is a growing real estate market as many tourists (primarily from Europe) are investing there.

It is almost impossible to get a direct flight from the US to Fortaleza.

There are crime concerns, but nothing compared to Rio or SP. Just be careful not to dress like a tourist and don't venture out alone at night.

If you like warm weather all year round and nice beaches you will like it.
